The project considers the underpinning issues, the law, the capabilities of the principal actors (and others) offshore, their limitations in the context of Underwater Heritage Assets protection and some potential solutions. It concludes with a number of recommendations.
Researchers from the University of Plymouth and the University of the West of England were commissioned by Historic England to prepare this report.
